In recent years, Shandong has insisted on doing a good job in managing the ocean, and has achieved remarkable results in building a strong maritime province. What effective reform measures has Shandong taken to promote the construction of a strong maritime province? Zhang Jiandong, executive deputy director of the Provincial Party Committee’s Ocean Affairs Office and director of the Provincial Ocean Affairs Bureau, answered reporters’ questions.

Zhang Jiandong said that since the 19th National Congress of the Communist Party of China, Shandong has bravely shouldered the mission of building a maritime power, and its gross marine product has increased from 1.27 trillion yuan in 2018. 1.63 trillion yuan by 2022, accounting for 18.6% of the province's GDP, ranking second in the country. Preliminary estimates show that the province's gross marine product increased by 6.3% year-on-year in the first three quarters of this year (current price growth rate), and its contribution to national economic growth reached 22.1%.

First, focus on strengthening the party’s leadership over maritime work. In the provincial institutional reform in 2018, the Provincial Party Committee Ocean Development Committee was established, chaired by the Provincial Party Committee Secretary, and established the "Three Oceans" working system of "Ocean Affairs Commission + Ocean Affairs Office + Ocean Bureau". The construction of a strong maritime province will be included in the province's "eight development strategies", "breakthroughs in nine strong provinces" and "twelve efforts" key tasks. Since 2018, 2 work conferences on the construction of a strong maritime province and 6 meetings of the Provincial Party Committee Ocean Committee have been held, and action plans and action plans for the implementation of the construction of a strong maritime province have been issued. The new Provincial Party Committee insists on the coordinated efforts of the "two Shandongs" on land and sea to build a national marine economic leading area, and the road to manage the ocean is getting wider and wider.

The comprehensive pilot project for the construction of modern marine ranches has achieved remarkable results, and the added value of seven industries including marine fisheries, marine chemicals, and marine power ranks first in the country.

In 2022, the province's coastal port cargo throughput will reach 1.89 billion tons, ranking first among the coastal provinces in the country.
